In 2024, Medicaid payments in New Mexico for services under the Orthotic Procedures and services category reached $2,991,152, according to the U.S. Department of Health and Human Services Medicaid Provider Spending database. This reflected an 11.8% rise compared to 2023, when claims totaled $2,676,319.

Medicaid is a public insurance program managed by states and funded jointly by state and federal governments. Its coverage extends to low-income individuals and families, seniors, children, and people with disabilities, making it a major component of the U.S. health care system.

Because tax dollars support Medicaid, fluctuations in local spending levels reflect how public health care resources are distributed within a community.

The “Orthotic Procedures and services” grouping comprises Medicaid-reimbursed services defined by the nature of care, based on standardized HCPCS and CPT code groupings. This analysis allotted each billing code to a sole service category using systematic code prefixes and number ranges. That process allowed similar services to be assessed together without double counting and to maintain consistent category rankings over time.

Categories may incorporate several types of services. When this applies, the category groups related forms of care that are typically billed together under Medicaid, including such services as office visits, diagnostic tests and therapeutic procedures.

In the five years preceding 2024, Medicaid payments associated with the Orthotic Procedures and services category rose by $1,324,360—an increase of 79.5%. Growth in spending picked up during specific periods, with significant year-over-year gains observed in 2021 and 2022.

Though spending for services in the Orthotic Procedures and services category occurred across the state, most payments were concentrated in a handful of ZIP codes. In 2024, the highest Medicaid payments for this category were recorded in ZIP Code 87109, which totaled $1,301,685 (43.5% of the state amount), ZIP Code 88011 with $905,322 (30.3%), and ZIP Code 87107 at $669,271 (22.4%).

The top three ZIP codes combined accounted for 96.2% of Medicaid payments linked to the Orthotic Procedures and services category in New Mexico for the year.

By comparison, Medicaid payments statewide across all service categories increased 8.6% between 2023 and 2024.

While the state saw Medicaid spending growth in several service groupings, the Orthotic Procedures and services category ranked among the top 18 by total payments statewide in 2024.

According to the Centers for Medicare & Medicaid Services, combined Medicaid spending by the federal government and the states reached approximately $871.7 billion in fiscal year 2023—about 18% of overall national health expenditures. This is a significant jump from around $613.5 billion in 2019, prior to the COVID-19 pandemic.

This represents a growth rate close to 40% in a few years, mainly due to higher enrollment and increased use of services during and following the pandemic.

Budget legislation enacted during the Trump administration included several major proposals to cut federal Medicaid funding and revise the structure of the program. For instance, the “One Big Beautiful Bill Act,” signed into law in 2025, is estimated to reduce federal Medicaid spending by over $1 trillion during the next decade while implementing measures like work requirements and higher cost-sharing, potentially reducing both coverage and funding available to some beneficiaries. Such changes are likely to shift more costs to individual states and limit federal spending growth, though Medicaid will still serve tens of millions of Americans.
