Jen Horton

Baltimore County Department of

Economic and Workforce Development

Jen Horton currently serves as the Policy & Planning Manager in Baltimore County's Department of Economic & Workforce Development. In this position, she manages a team of researchers, tracks local and state policies and legislation, and manages the Workforce Development Board. Before joining Baltimore County Government, Jen served as the Community and Economic Development Manager at the National Association of Counties (NACo) in Washington D.C. She has experience working on the national, state, and local level in workforce development, economic diversification, smart growth, and sustainable communities. She earned her Masters of Science and Masters of Urban Planning from University of Michigan

Objectives are:

1.Access to employer-focused economic and labor market information to support growth in Baltimore County.

2.Learn more about the 9 industries driving Baltimore County's economy and the growing occupations within each industry.

3.Understand how Baltimore County is taking an industry-specific approach and what that means for area employers.
