Proceed w/agenda. Press event in this room at 10:30am today; local hospital representatives will receive Naloxone to be distributed to patients being discharged from ED after overdose.
3. OIT updates – Della
Leister
Naloxone grant funds were secured to provide hospitals with Naloxone to serve clients seen in the ER after an overdose. The patient upon discharge will receive a Naloxone kit.
The OOCC awarded BCDH $450,000 to continue through FY19 media campaigns and peer recovery specialist programs that were started in FY18. Funding amounts are based on our jurisdiction’s overdose numbers. Baltimore County ranked 2nd highest in the state of MD in overdoses.
DETERRA drug deactivation kits (10,000 received by Baltimore County). They will be distributed to Baltimore County residents and at all BCDH activities. Method for disposal of unused drugs involve:
• place the unused medicine in DETERRA packet
• add warm water
• medication dissolves The assimilation of these kits in the program will not negate the drug drop box initiative.
4. Syringe Services Program – Kristin Arbaugh
1st Opioid Town Hall in Arbutus on Tuesday June 12th went well. The June 28th meeting was promoted there.
2nd Opioid Epidemic Town Hall will be held on Thursday June 28th at the Sparrows Point Country Club from 6pm-8pm
Flyers are available today with information about the event
50 people attended the Arbutus Town Hall meeting.
Hoping for 200 in Dundalk on June 28th for 2nd Town Hall meeting
Harm Reduction Conference: 150 people attended; received great feedback
Peer conference is scheduled for Friday June 22; limited spots are available. This event is a collaboration between Health Care Access and Bureau of Behavioral Health

The first Harm Reduction conference on 6/14 was a success. Harm Reduction clinics will begin in BCDH Health Centers as of today. The clinic schedules are as follows:

• A community clean-up was held in Dundalk. It was a great collaboration with the community and community police officers. The 2nd cleanup has been scheduled
5. Naloxone training updates – Amy Park
• Naloxone: 1260 individuals have been trained in FY18
• 3918 people have been trained since the program began in June of 2014
• OOCC Call Center: 27,000 calls to Baltimore County residents have been made since the program began
• 259 people have been referred for various county services
• Buprenorphine Expansion Program: Two physicians have been reaching out to providers in Baltimore County to survey them about barriers to providing buprenorphine treatment. We have had good response to our outreach – 31 current providers (DATA 2000 waivered) and 60 interested providers (not currently DATA 2000 waivered) have been surveyed. We will compile results of the survey into a report and use data to inform ongoing buprenorphine expansion efforts.
6. Law Enforcement Overdose fatalities current calendar year (Jan 2018 – present)
• 156 fatal overdoses
• 70 fentanyl related
• 789 non-fatal overdoses
7. Peer Recovery Specialist Services – Hillena Beyene
• Two peer recovery specialists are embedded at the Emergency Department at St Joseph’s Hospital. They are providing outreach and assistance to individuals in the ED there.
• Peers continue to make EMS connection to provide PRS services
• REACH team will begin doing community outreach work. They will be wearing bright green
T-shirts while they are in the community working with harm reduction PRS. They will distribute water, hygiene products etc. and will be connecting individuals with services if they request.
• Hillu shared a challenging experience that resulted in positive outcome for a patient who had a warrant. The client, the courts and peer specialist collaborative efforts net a good outcome for the client.
8. Torsch Foundation – Toni Torsch
• The Torsch Foundation received a grant to go to EMS (including career and volunteer fire stations), providing refreshments and snacks to thank them for their service. The program will also provide education about various issues to include appropriate (non-stigmatizing) terminology and the Good Samaritan Law. Toni reported the reception from EMS staff was very positive. The project will continue even after funding ends.
9. Opioid Misuse Prevention Program updates – Charlotte Crenson
• All prescribers and pharmacists are required to access PDMP effective July 1st. The state is sending information about requirements to providers.
• The campaign “Accidentally Addicted” that is displayed on the MTA and other outlets won an advertising award
• We will continue to focus and target for education/intervention persons that work in the trade industries because of the type of injuries they sustain. BCDH is exploring the possibility of partnering with Chesapeake Employers Insurance to target individuals in the trades to educate about opioid use disorder. Toni Torsch reported that their foundation has received numerous calls from contractors and construction companies that are interested in Naloxone training
• BCDH is working with Dr. Iona Spikes and students at the Golden Ring Middle-Health Sciences Magnet School to develop a brochure about opioids. Dr. Spikes has also developed a curriculum about opioids that will be tested at Golden Ring Middle and then expanded to an online version of the course.
10. Additional update – Della Leister
• As was previously announced, Baltimore County will be renovating a building at the former Rosewood State Hospital campus in Owings Mills to be a residential treatment facility. Requests for proposals from providers to operate the treatment program will be solicited.
