Baltimore County Board of Elections met July 24.

Here is the minutes provided by the Board:

MINUTES of the Board Meeting of the Baltimore County Board of Elections held on July 26, 2018 in the office of the Baltimore County Board of Elections located at 11112 Gilroy Road, Suite 104 in Hunt Valley, Maryland.

DECLARATION OF QUORUM

Quorum was established and the meeting was called to order at 9:05 am.

AGENDA

The Board reviewed the agenda. Bruce Robinson requested the addition of nominations for the Chairman and Secretary of the Board of canvassers. The addition is placed under new business. No other changes or additions were requested.

APPROVAL OF BOARD MEETING MINUTES

A copy of the Minutes from the May 24, 2018 and the June 26, 2018 meeting was distributed to the Board by electronic mail prior to the meeting. There were no changes and/or additions requested.

MOTION: Bruce Harris motioned to approve the Minutes of the May 24, 2018 Board meeting as written.

PRESIDENT'S REMARKS

Paul Lubell gave opening remarks and thanked everyone for the part they played in the Democratic County Executive race recount. He thanked Katie Brown and Andrew Bailey for orchestrating the recount and doing a great job. He also thanked Bruce Robinson for stepping in as Chairman in his absence and doing a fabulous job.

Two (2) Confidential Requests were received through the State Board of Elections. The Board reviewed the request and unanimously agreed to approve both. Ruie Lavoie will send letters to the voters outlining the Board's action.

Work/Staff Status:

2018 Gubernatorial Primary Election - Post Election tasks are being completed.

Voting Equipment - Post election maintenance on all voting equipment will be completed once the voting equipment is released by the State Board of Elections. All DS200 scanning units with more than 15 reinserts recorded during Election Day will be serviced by the vendor, ES&S. ES&S will also do any maintenance required on the DS800 scanning unit that failed during the canvass.

Clear Ballot Audit - The results have been received and were forwarded to the Board by electronic mail. The audit verified the election results are accurate.

Audited Precincts -An audit has been completed on the twelve (12) precincts selected by the Board, and any precinct with a five (5) or more variance between the voter authority cards and ballots cast. The following is a completed list of audited precincts: 01-03, 02-10, 02-18, 02-22, 03-09, 08-06, 08-07, 08-09, 09-04, 09-12, 09-23, 10-04, 10- 07, 11-05, 11-17, 12-03, 13-04, 15-12, 15-19, 15-23

Democratic Contest for Governor - Although, Valerie Ervin publicly withdrew her candidacy, legally she remained a candidate and as such, we followed the instructions, posted signs and counted the votes cast as directed during canvasses.

Polling Places -A last minute change to polling place 15-12, Essex Co-Op, was made due to no electric in the building. For the General Election, the polling place will be at Essex Co-Op.

Colgate Elementary will need to be changed due to construction. The County workforce development building off of Eastern Avenue is an option. More information to follow.

Registration Department - The books are open and work is being processed. The ERIC Report has been received and will be processed. The Audit was completed and submitted on time.

Absentee and Provisional Departments - Routine work is current. Election Judge and Training Departments - Recruitment efforts will start after the Primary Election Day and Early Voting payroll is completed. The refresher training script is being developed. Train the trainer is scheduled for August 14, 2018. The first refresher training class will be held on August 16, 2018 at the election office. We will train at the election office and will use the same offsite locations used for the primary judge training. Offsite locations: Banneker Community Center, Sollers Point Multipurpose Center and Oregon Ridge.

Outreach, Registration Certification & Voting System Demonstration - We participate in as many events as possible. Judge recruitment is incorporated in all events. Dates are included under Meetings and Important Dates. Recruitment fliers will be distributed to all County buildings.

Personnel - Performance Evaluations are being conducted and forwarded to SBE. There are currently two (2) county vacancies. Recruitment efforts have started.

Recount - Chairman Bruce Robinson expressed appreciated to Katie Brown and her staff for a job well done. The recount of the Democratic County Executive contest was successful and verified the election results. Discussion held regarding expressing appreciation to al those that worked with Baltimore County during the recount. Thank you notes will be sent and also certificates presented at the next Maryland Association of Election Official's conference.

BOARD COUNSELS REPORT Andrew Bailey personally thanked Katie brown for everything during the canvasses and the recount. He informed the Board that he will bill for his time before and during the recount.

NEW BUSINESS

Lessons Learned, Primary 2018 - Discussion held. Paul Lubell and Carol Byrd provided a list of items requiring attention from their precinct visits during Early Voting and on Election Day.

ANNOUNCEMENTS AND DISCLOSURES Bruce Robinson donated to the Baltimore County Republican Central Committee.

EXECUTIVE SESSION MOTION: Gloria Mason motioned to enter in Executive Session for the purpose of discussing the Performance Evaluation of Director Katie Brown. SECOND: Bruce Robinson ACTION: Motion unanimously passed

The Board entered into a closed meeting at 12:01 pm.

The Board reconvened the regular meeting at 12:45 pm.

MEETING INFORMATION The next Board meeting will be held on August 23, 2018 at 9:00 am at the Baltimore County Board of Elections in Hunt Valley, Maryland.

ADJOURNMENT There being no further business, a Motion to adjourn was made by Bruce Harris and a second by Bruce Robinson. The meeting was adjourned at 12:47 pm.
