Baltimore County Council met Sept. 17.

Here is the agenda provided by the Council:

A. The meeting was called to order by Chairman Jones at 6:10 P.M. The Chairman asked the audience to rise for a moment of silent meditation and the Pledge of Allegiance to the Flag led by Cub Scout Pack Troop 355 of Our Lady of Mount Carmel. There were approximately 35 persons in attendance and the following Councilmembers were present:

B. APPROVAL OF JOURNAL

Upon motion by Councilwoman Bevins, seconded by Councilwoman Almond, the reading of the Journal Entries for the meeting of September 4, 2018 were waived and accepted unanimously.

C. ENROLLMENT OF BILLS

The Chairman stated that the following Bills were passed by the County Council and signed by the County Executive. He certified and delivered to the Secretary, Bills 58-18, 59-18, 62-18 and 64-18.

D. INTRODUCTION OF BILLS

Bill 71-18, entitled An Act for the purpose of amending the 2018-2019 Current Expense Budget, by appropriating to the Gifts and Grants Special Revenue Fund monies derived from state funds and made available to the County through the Maryland Department of Health.

Bill 72-18, entitled An Act for the purpose of establishing the Baltimore County Behavioral Health Advisory Council; providing for the duties and membership of the Council; providing for the terms of the members; requiring the Behavioral Health Advisory Council to appoint the chair and vice chair of the Behavioral Health Advisory Council; authorizing the Behavioral Health Advisory Council to adopt certain procedures; requiring the Behavioral Health Advisory Council to meet at least a certain number of times a year; providing that a member may not receive compensation as a member of the Behavioral Health Advisory Council but is entitled to certain reimbursement for expenses; requiring the Health Officer or Bureau of Behavioral Health to provide certain staff for the Behavioral Health Advisory Council; repealing the 2004 Executive Order that established the Baltimore County Drug and Alcohol Abuse Council; merging the Baltimore County Mental Health Advisory Council into the Behavioral Health Advisory Council pursuant to §10-309© of the Health-General Article of the Annotated Code of Maryland; and generally relating to the Baltimore County Behavioral Health Advisory Council.

Bill 73-18, entitled An Act for the purpose of amending the 2018-2019 Current Expense Budget, by appropriating to the Gifts and Grants Special Revenue Fund monies derived from federal funds and made available to the County through the United States Department of Health and Human Services Center for Disease Control.

Bill 74-18, entitled An Act for the purpose of amending the 2018-2019 Current Expense Budget, by appropriating to the Gifts and Grants Special Revenue Fund monies derived from federal funds and made available to the County through the U.S. Department of Housing and Urban Development.

Bill 75-18, entitled An Act for the purpose of amending the 2018-2019 Current Expense Budget, by appropriating to the Gifts and Grants Special Revenue Fund monies derived from federal funds and made available to the County through the United States Department of Health and Human Services, Health Resources and Services Administration.

Bill 76-18, entitled An Act the purpose of repealing the Tax on Mobile Homes; and generally relating to Taxation and the Tax on Mobile Homes.

E. CALL OF BILLS FOR FINAL READING AND VOTE

At this time, there were no Bills for Final Reading and Vote.

F. APPROVAL OF FISCAL MATTERS

The Chairman stated that the Council would now consider Fiscal Matters. Extensive

testimony on each item was taken at the Council’s work session on September 11, 2018. The witnesses who testified at the work session were available to restate their testimony if needed. If a Councilmember had any questions regarding a particular Fiscal Matter, that item would be discussed as a separate matter. Chairman Jones then called upon the Secretary to read the cover letters for Fiscal Matters 1 through 9. Fiscal Matter 10 was deferred.

1. Contract – RJ Lee Group Inc. – Evidence trace analysis gunshot residue testing - BCPD

A contract with RJ Lee Group, Incorporated, to provide evidence trace analysis gunshot residue testing, on an as-needed basis.

2. Contracts – (4) – Clean-up – Derelict buildings and lots - PAI

Four contracts to provide for the clean-up of derelict buildings and lots located within the boundaries of Baltimore County.

3. Addendum to Contract – Louis Berger U.S. Inc. – Program management services – Consent Decree- DPW

An addendum to the contract with Louis Berger U.S., to increase the total compensation amount and add 3 one-year renewal periods. This will allow the contractor to continue providing program management services for consent decree.

4. Contract – H.C. Howell and Sons Inc. – Snow removal and deicing services - DPW

A contract with H.C. Howell and Sons Inc., to provide snow removal and deicing services.

5. Contract – Maryland Paving Inc. – Snow Removal and deicing services - DPW

A contract with Maryland Paving Inc., to provide snow removal and deicing.

6. Contract – Environmental Recovery Corporation of Maryland Inc. – Portable toilet rental and servicing – DRP

A contract with Environmental Recovery Corporation of Maryland Inc., to provide portable toilet rental and servicing of both regular and handicapped units at various Recreation and Parks facilities throughout Baltimore County.

7. Contract – NEPC, LLC – Investment consulting services – Bd. Of Trustees-Baltimore County Retirement System - OBF

A contract with NEPC, LLC, to provide investment consulting services to the Board of Trustees of Baltimore County Retirement System.

8. Contracts – (3) – On-call plumbing services – OBF

Two contracts with AME Home Care, LLC and Marie Care Services Inc., to provide personal in-home respite care and chore services to low and moderate income, homebound senior citizens in Baltimore County.

9. Contracts – (6) – Temporary Personnel Services – OBF

Six contracts to provide temporary personnel services.

10. Agreement – National Research Center Inc. – Conducting and analyzing Community Survey – Baltimore County residents - OBF

This Fiscal Matter was deferred.

There being no discussion, upon motion by Councilman Quirk, seconded by Councilwoman Almond, Fiscal Matters 1 through 9 were unanimously approved.

G. MISCELLANEOUS BUSINESS

1. Correspondence - Non-Competitive Awards

At the direction of the Chairman, the Secretary read the correspondence from the Office of Budget and Finance listing the non-competitive awards made during August, 2018.

2. Res. 92-18 – Approval of applications and ranking of (13) Agricultural Easements – Maryland Agricultural Land Preservation Foundation

At the direction of the Chairman, the Secretary read this Resolution to approve certain applications for the sale of development rights easements on property located on farms that meet the State criteria for application in accordance with Agriculture Article, Section 2-509 of the Annotated Code of Maryland. Andrea Van Arsdale appeared. There being no discussion, upon motion by Councilman Kach, seconded by Councilwoman Almond, this Resolution was unanimously approved.

3. Res. 93-18 – Property Tax Exemption – BLIND – Harry Wheeler

At the direction of the Chairman, the Secretary read this Resolution to approve the refund of certain real property taxes collected from Harry Wheeler, who is entitled to a partial exemption from State and County real property taxes by reason of the exemption afforded to blind persons under State law. There being no discussion, upon motion by Councilman Jones seconded by Councilman Kach, this Resolution was unanimously approved.

4. Res. 94-18 – Property Tax Exemption – DAV – Steven R. Smith, Jr.

At the direction of the Chairman, the Secretary read this Resolution to approve the refund of certain real property taxes collected from Steven R. Smith, Jr., to an exemption from real property taxes by reason of the exemption afforded to disabled veterans under State law. There being no discussion, upon motion by Councilman Jones, seconded by Councilman Crandell, this Resolution was unanimously approved.

5. Res. 95-18 – Property Tax Exemption – DAV – Joseph Glorioso

At the direction of the Chairman, the Secretary read this Resolution to approve the refund of certain real property taxes collected from Joseph Glorioso, to an exemption from real property taxes by reason of the exemption afforded to disabled veterans under State law. There being no discussion, upon motion by Councilman Marks, seconded by Councilman Jones, this Resolution was unanimously approved.

6. Res. 96-18 – Property Tax Exemption – DAV – Zachary Lampitok

At the direction of the Chairman, the Secretary read this Resolution to approve the refund of certain real property taxes collected from Zachary Lampitok, to an exemption from real property taxes by reason of the exemption afforded to disabled veterans under State law. There being no discussion, upon motion by Councilman Marks, seconded by Councilman Kach, this Resolution was unanimously approved.

7. Res. 97-18 – Property Tax Exemption – DAV – Williams Groves, Jr.

This Resolution has been deferred.

8. Res. 98-18 – Property Tax Exemption – DAV – William A. Hughes

At the direction of the Chairman, the Secretary read this Resolution to approve the refund of certain real property taxes collected from William A. Hughes, to an exemption from real property taxes by reason of the exemption afforded to disabled veterans under State law. There being no discussion, upon motion by Councilwoman Bevins, seconded by Councilman Crandell, this Resolution was unanimously approved.

9. Res. 99-18 – Property Tax Exemption – DAV – James Kailie

This Resolution was withdrawn prior to the meeting.

There being no further business to come before the Council at this time, upon motion by Councilman Marks, seconded by Councilwoman Bevins, the meeting adjourned at 6:22 P.M.
