Baltimore County Board of Elections met Aug. 23.

Here is the minutes provided by the board:

MINUTES of the Board Meeting of the Baltimore County Board of Elections held on August 23, 2018 in the office of the Baltimore County Board of Elections located at 11112 Gilroy Road, Suite 104 in Hunt Valley, Maryland.

Quorum was established and the meeting was called to order at 9:08 am.

AGENDA

The Board reviewed the agenda. It was noted that the Board of Canvassers will meet directly after the regular meeting is adjourned to review absentee ballots that were received after the last canvass. No changes or additions to the agenda were requested.

APPROVAL OF BOARD MEETING MINUTES

A copy of the Minutes from the July 26, 2018 meeting was distributed to the Board by electronic mail prior to the meeting. There were no changes and/or additions requested.

MOTION: Bruce Harris motioned to approve the Minutes of the July 26, 2018 Board meeting with amendments to Announcements and Disclosures.

SECOND: Bruce Robinson

ACTION: Motion unanimously passed

PRESIDENT'S REMARKS

Paul Lubell welcomed everyone and announced that an Executive Session was held during the last meeting for the specific purpose of discussing and reviewing the Performance Evaluation of Director Katie Brown.

Two (2) Confidential Requests were received through the State Board of Elections. The Board reviewed the request during the last meeting and approval was unanimously granted. Ruie Lavoie will send letters to the voters outlining the Board's action.

Work/Staff Status:

2018 Gubernatorial Primary Election -Post Election tasks are almost complete. Canvass minutes have been submitted to State Board of Elections. Election documents and reports are being stored according to the retention schedule.

Voting Equipment - Voting Equipment was released July 25, 2018. Post-election maintenance on all voting equipment is in progress. Scanning units that recorded more than fifteen (15) reinserts will be maintenance by the vendor, ES&S.

Petitions - We have received two (2) statewide petitions, Neal Simon and Bread and Roses New Party. One has been completed and the other is in progress.

Polling Places - A change of location is needed for precinct 15-1, Colgate Elementary School Gymnasium due to construction. We are currently exploring several options and have asked the County to assist. More information to follow.

Registration Department - Work is being processed in a timely manner. The ERIC Report has been received and will be processed. The Audit was completed and submitted on time.

Absentee and Provisional Departments - Routine work is completed when received. Staff is also assisting with petitions and helping other departments as needed.

There are twelve (12) absentee ballots that were received after the 2nd Absentee Canvass that need to be reviewed by the Board of Canvassers.

Election Judge and Training Departments - Recruitment efforts are in full force and will continue to be incorporated in all out reach events. Letters were sent to judges who served in the Primary Election, asking them to register for refresher training classes. The online training class registration program has been updated and is now live on the website. Recruitment letters were sent to all newly registered voters in Baltimore County.

The Budget and Finance Department made an error when issuing payroll checks to all Early Voting judges. The tax withholdings were not correct and caused too much money to be deducted. After much effort, the County corrected the issues and all judges will receive a check with there funded difference of the correct tax amount. The refund checks have been mailed. We have requested the County Finance office send a letter to all Early Voting Judges explaining the errors and expressing our appreciation for their service.

Refresher training classes started August 17th and are going well. Calendars are included in the Board packets. Copies of the refresher assessments are available if requested.

Outreach, Registration Certification & Voting System Demonstration - We participate in as many events as possible. Judge recruitment is incorporated in all events. Dates are included under Meetings and Important Dates.

Transition Report - Katie Brown and Nancy Stratton are working with the County Budget Analyst to complete a transition report for the new administration, beginning in December, 2018

Personnel - Performance Evaluations have been completed and sent to the State Board of Elections. The next performance evaluation due date is January 15, 2019. This is the date all evaluations must be completed and received by State Board.

There are two (2) open County positions and one (1) has been filled, however, we are waiting for County HR to process the paperwork. Recruitment for the second vacancy is in progress.

The vacant State position is being reclassified and interviews will begin soon. additional State vacancy on August 29. 2018.

MEETING INFORMATION

The next Board meeting will be held on September 27, 2018 at 9:00 am at the Baltimore County Board of Elections in Hunt Valley, Maryland.

MOTION: Paul Lubell motioned to enter in Executive Session for the purpose of discussing the Performance Evaluation of Director Katie Brown.

ACTION: Motion unanimously passed

The regular meeting was recessed at 10:25 am

The Board entered into a closed meeting at 10:25 pm.

The Board reconvened the regular meeting at 10:59 am

ADJOURNMENT

There being no further business, the meeting was adjourned at 11:00 am.
