Call to Order, Introduction of Board Members

Chairman Phillips called the meeting to order at 4:02 p.m. The following members were:

6. Mr. Bob Schweitzer

7. Mr. Howard Perlow

9. Mr. Mark Schlossberg

Absent

1. Ms. Lori Graf

2. Mr. Todd Warren

3. Mr. Rick Yaffe

4. Ms. Michelle Lipkowitz

5. Ms. Christina Berzins

County staff present included Andrea Van Arsdale, Jeff Mayhew, Lloyd Moxley, Josephine Visuvasa Selvakumar and Jeff DelMonico from the Department of Planning. Dave Thomas from the Department of Public Works was also present. Mr. Herbst arrived at 4:06 p.m.

Review of Today’s Agenda

Chairman Phillips asked staff if any changes were made to the agenda. Mr. DelMonico indicated that no modifications to the agenda were made.

Minutes of the July 19, 2018 Meeting

Chairman Phillips asked the Planning Board members if they had any questions regarding the minutes from the July 19th, 2018 meeting. No questions were posed and the Chair entertained a motion to accept the draft minutes. Mr. Schweitzer made the motion and Mr. Schlossberg seconded the motion, which passed unanimously at 4:03 p.m. Absent for the vote were Ms. Berzins, Ms. Graf, Mr. Warren, Mr. Herbst, Mr. Yaffe, and Ms. Lipkowitz.

4. Cycle 36 Water Supply and Sewerage Master Plan Amendments

Chairman Phillips stated that the Planning Board held a public hearing for the Cycle 36 Water Supply and Sewer Master Plan Amendments on July 19, 2018. The Chairman asked the Board Members if there were any questions for Mr. Dave Thomas who was present. There were no subsequent questions from the public hearing.

The Chair entertained a combined motion for Cycle 36 Water Supply and Sewerage Master Plan Amendments Reference Numbers 18-01 and 18-02. Ms. Hafford made the motion and Ms. Wolfson seconded the motion, which passed unanimously at 4:05 p.m. Absent for the vote were Ms. Berzins, Ms. Graf, Mr. Warren, Mr. Herbst, Mr. Yaffe, and Ms. Lipkowitz.

5. 8014 Philadelphia Road, Days Woods Properties LLC, Zoning Case 2018-0206-X: Corvette Sign Exemption

Chairman Phillips stated that the Planning Board was introduced to the corvette sign located at 8014 Philadelphia Road on July 19, 2018. Ms. Josephine Visuvasa Selvakumar, Planner, provided the initial introduction to the Board. Mr. Peter Alatzas, the owner of the sign, offered his reasons why the sign should receive the exemption. The Chairman asked Ms. Selvakumar if the Department of Planning would like to provide any further details on this case.

Ms. Selvakumar stated that the Department of Planning recommends that if the Planning Board approve the sign for exemption, than the sign should be returned to its original condition and maintained as such. The Department also suggests that the sign not be lit either internally or externally, and to not allow for text to be added. No questions were posed for Ms. Selvakumar.

Mr. Alatzas. Owner/Applicant, stated that the sign has been a part of the community for forty years and is expecting to begin painting the sign to restore it to its original condition once approved for exemption.

The Chair entertained a motion on the Corvette Sign exemption located at 8014 Philadelphia Road. Ms. Hafford made the motion and Ms. Wolfson seconded the motion, which passed unanimously at 4:09 p.m. Absent for the vote were Ms. Berzins, Ms. Graf, Mr. Warren, Mr. Yaffe, and Ms. Lipkowitz.

Other Business

1. Recent County Council Legislation of Interest to the Board

Mr. DelMonico provided a brief report on the recently passed County Council legislation which is listed below.

a. Bill 55-18 – Signs – Enterprise in the Community Business (C.B.) Zone Adjournment of the Board Meeting

Chairman Phillips called for a motion to adjourn the Board meeting. Ms. Wolfson made the motion and Mr. Perlow seconded the motion, which passed unanimously at 4:11 p.m. Absent for the vote were Ms. Berzins, Ms. Graf, Mr. Warren, Mr. Yaffe, and Ms. Lipkowitz.
