Baltimore County Council met Nov. 5.
Here is the agenda provided by the council:
A. The meeting was called to order by Chairman Jones at 6:12 P.M. The Chairman asked the audience to rise for a moment of silent meditation and the Pledge of Allegiance to the Flag.
There were approximately 35 persons in attendance and the following Councilmembers were present: ere

Councilman Kach was late to the meeting.
B. APPROVAL OF JOURNAL
Upon motion by Councilwoman Almond, seconded by Councilman Quirk, the reading of the Journal Entries for the meeting of October 15, 2018 were waived and accepted unanimously.
C. ENROLLMENT OF BILLS
The Chairman stated that the following Bills were passed by the County Council and signed by the County Executive. He certified and delivered to the Secretary, Bills 71-18, 73-18, 74-18 and 75-18. Bill 76-18 was returned unsigned by the County Executive.
D. INTRODUCTION OF BILLS
At this time there were no Bills for introduction.
E. CALL OF BILLS FOR FINAL READING AND VOTE
Bill 77-18, Administrative Procedure – Retirement Matters - Beneficiaries, was called. Keith Dorsey appeared. There being no discussion, this Bill passed by the following roll call vote:

Bill 80-18, Residential Permit Parking, was called. Councilman Marks commented. Councilman Quirk then moved to amend this Bill with the following amendment:
On page 2, in line 10, insert the following after the period: “ISSUANCE OF A PERMIT UNDER THIS SUBSECTION IS WITHIN THE DISCRETION OF THE DIRECTOR OF PUBLIC WORKS.”
Councilman Marks seconded the motion and this amendment passed by the following roll call vote:

Thereafter, upon motion by Councilman Marks, seconded by Councilman Quirk, Bill 80-18, as amended, passed by the following roll call vote:

Bill 81-18, This Bill was withdrawn prior to the meeting.
Bill 82-18. Parking, was called. Councilmembers Quirk and Jones commented. There being no further discussion, this Bill passed by the following roll call vote:

F. APPROVAL OF FISCAL MATTERS
The Chairman stated that the Council would now consider Fiscal Matters. Extensive testimony on each item was taken at the Council's work session on October 30, 2018. The witnesses who testified at the work session were available to restate their testimony if needed. If a Councilmember had any questions regarding a particular Fiscal Matter, that item would be discussed as a separate matter. Chairman Jones then called upon the Deputy Secretary to read the cover letters for Fiscal Matters 1 through 11.
1. Contract - Centennial Protection Group, LLC - Background investigations / polygraph examination services-BCPD
A contract with Centennial Protection Group, LLC, to provide background investigations and polygraph examination services, on behalf of the Police Department.
2. Contracts - (2) - Snow removal and deicing services - DPW
Two contracts with Ronald C. Yeatmen d/b/a R. Yeatman Contractors, and J.E. Meyers, Inc., to provide snow removal and deicing services on an as-needed basis.
3. Contract – TotalContracting, Inc. - On-call carpentry services - OBF
A contract with Total Contracting, Inc., to provide on-call carpentry services for Countyowned and/or operated buildings - to include all labor, supervision, materials, trucks, fuel, services equipment, incidentals and related items necessary.
4. Contract - JB Contracting, Inc. - On-call carpentry services - OBF
A contract with JB Contracting, Inc., to provide all labor, supervision, materials, trucks, fuel, services, equipment, incidentals and related items necessary to provide on-call carpentry services for County-owned and operated buildings.
5. Amendment to Contract - Lorenz, Inc. - Streetscape services – OBF
An amendment to the contract with Lorenz, Inc., to increase the total compensation amount. The contractor will continue to provide streetscapes services for the Towson area of Baltimore County.
6. Contract - M & E Sales, Inc. - Boiler cleaning and inspection services - OBF
A contract with M & E Sales, Inc., to provide bioler cleaning and inspections at County owned and/or operated buildings.
7. Contract - Hayes Construction Company - On-call carpentry services - OBF
A contract with Hayes Construction Company, to provide on-call carpentry services for County-owned and/or operated buildings - to include all labor, supervision, materials, trucks, fuel, services equipment, incidentals and related items necessary.
8. Contract - Siemens Industry, Inc. - Maintenance/repair HVAC systems - OBF
A contract with Siemens Industry, Inc., to provide the maintenance and repair of Siemens Building HVAC Systems in (12) county-owned and/or operated facilitates within Baltimore County.
9. Contract of Sale - Windlass Woods, LLC - Purchase of parcel - Middle River, 21220 - REC
A contract of sale with Windlass Woods, LLC, to purchase a parcel of land, located in Middle River, Maryland 21220, to be used for passive open space.
10. Contract of Sale - MCBH Parkway Crossing, LLC - Purchase of parcel - 2331 Cleanleigh Drive, 21234 - REC
A contract of sale with MCBH Parkway Crossing, LLC, to purchase an easement area and parcel of land, located at 2331 Cleaneigh Drive, Baltimore, Maryland 21234, to construct approximately 9,000 feet of relief sewer along the East Branch Herring Run.
11. Contract of Sale - Michael and Dorothy Ruff - Purchase of easement - 312 E. Timonium Road
A contract of sale with Michael and Dorothy Ruff, to purchase an easement area, located at 312 E. Timonium Road, Timonium, Maryland 21093, to replace an old drain that can no longer be accessed or maintained.
There being no discussion, upon motion by Councilman Quirk, seconded by Councilwoman Almond, Fiscal Matters 1 through 11 were unanimously approved.
G. MISCELLANEOUS BUSINESS
1. Correspondence - Non-Competitive Awards
At the direction of the Chairman, the Deputy Secretary read the correspondence from the Office of Budget and Finance listing the non-competitive awards made during September, 2018.
2. Res. 106-18 - Planning Board - Loading/Unloading of freight - Downtown Towson District
This Resolution was deferred to a later date.
3. Res. 107-18 - Planned Unit Development - Amendment - Bosley Estates
At the direction of the Chairman, the Deputy Secretary read this Resolution of the Baltimore County Council to approve an amendment to a previously approved Resolution permitting the review of a Planned Unit Development in accordance with County law. Councilmembers Quirk and Marks commented. Councilman Kach then moved to amend this Resolution with the following amendment:
1. On page 4, in the first line of the second WHEREAS clause, before any” insert as provided in (4) below,
"Except
2. On page 4, strike paragraph (4) in its entirety and substitute the following:
"(4) comply with the following road and storm drain requirements:
A. Florida Road - (existing 24' paving) No road improvements, upgrade sidewalks along development side of road to comply with ADA requirements. Set aside 25'R/W from the centerline of existing paving.
B. Dixie Drive (existing 30' paving) --No road improvements, upgrade sidewalks along development side of road to comply with ADA requirements. Set aside 25'R/W from the centerline of existing paving.
C. Georgia Court (existing 16' paving) - Upgrade curb, gutter and ADA sidewalk along development side only. Set aside 25' R/W from the centerline of existing paving.
D. Pay $100,000 toward future storm drain improvements (per previously identified in the plan)."
Councilwoman Bevins seconded the motion and this amendment passed by the following roll call vote:

Thereafter, upon motion by Councilman Kach, seconded by Councilwoman Bevins, Resolution 107-18, as amended, passed by the following roll call vote:

4. Res. 110-18 - White Marsh Mall-Mandatory Parental Guidance Policy
At the direction of the Chairman, the Deputy Secretary read this Resolution of the Baltimore County Council encouraging the owners of the White Marsh Mall to immediately increase visible security and to evaluate the implementation of a mandatory parental guidance policy at the White Marsh Mall on Friday and Saturday evenings after 5:00 pm. Councilmembers Kach, Jones, Marks, Bevins and Crandell commented. There being no further discussion, upon motion by Councilwoman Almond, seconded by Councilman Quirk, this Resolution was unanimously approved.
5. Res. 111-18 - Property Tax Exemption - DAV - Michele Boyd
At the direction of the Chairman, the Deputy Secretary read this Resolution to approve the refund of certain real property taxes collected from Michele Boyd, to an exemption from real property taxes by reason of the exemption afforded to disabled veterans under State law. There being no discussion, upon motion by Councilwoman Almond, seconded by Councilman Quirk, this Resolution was unanimously approved.
6. Res. 112-18 - Adoption of Debt Policy
This Resolution was for introduction only.
7. Res. 113-18 - Adoption Baltimore County 10-year Solid Waste Plan
This Resolution was for introduction only.
8. Res. 114-18 – Amendments - Towson Commercial Revitalization District
This Resolution was for introduction only.
There being no further business to come before the Council at this time, upon motion by Councilwoman Bevins, seconded by Councilwoman Almond, the meeting adjourned at 6:30 P.M.
