Baltimore County Workforce Development Board met Sept. 27.

Here is the minutes provided by the board:

Call to order

Anna Maria Palmer called the meeting to order at 3:09 p.m. Anna Maria welcomed attendees to Guinness brewery and thanked Mike Donilon for hosting the Board meeting.

Update on the County economy

Will updated the Board on the status of Baltimore County’s economy. The County’s 4.6% unemployment rate is echoing what is going on around the country. He also noted some important developments for County organizations that are expected to positively impact the County’s economy:

 McCormick – New world class headquarters will open on October 2nd .

 Stanley Black and Decker – 400 jobs added.

 Tradepoint Atlantic – The clean-up of tin mill canal is now half complete. The new Amazon warehouse is now open.

 Owings Mills Mall – Costco opening next week.

 Inverness Farm Brewery – First farm brewery in the County is now open.

WIOA Updates

1. Benchmarks for Success

Consists of five strategic goals focused on a shared vision for Maryland’s workforce. The five strategic goals are:

 Maximizing employment opportunities

 Maximizing skills and credentialing

 Maximizing life management skills

 Eliminating barriers to employment

 Enhancing the efficiency of Maryland’s workforce system

2. OSO - One Stop Operator

Mike Lawrence, Baltimore County’s One Stop Operator, has been facilitating trainings focusing on professional development.

The Board thanked outgoing Board Chair, Mac MacLure, for his service and dedication.

New members of the Board were introduced, new members include:

 Bob Holsey, International Union of Operating Engineers Local 37

 Brent Howard, Baltimore County Chamber of Commerce

 Edna Manuud, McCormick

 Deborah Rowe, Genesis

 Tina Williams-Koroma, Tcecure, LLC

Board Business – voting members

Anna Maria Palmer, Board Chair

 Board members present voted unanimously to approve the June 21st minutes as official Board documents.

 Board members reviewed the Board’s bylaws, more specifically the Board’s Charter and purpose.

 Anna Maria Palmer is planning on sending a letter to both County Executive candidates to highlight the Board’s apolitical commitment to the business community and workforce system. The Board did a brainstorming session about Board achievements/goals for the letter.

Board Member News

 Jim Russell announced the next youth networking event will be held in March.

 Al Clinedinst shared that the Union Mechanical Contractors created 100 new jobs this year and took on 500 apprenticeships.

Closing Remarks

Next Workforce Development Board meeting will be held on December 13, 2018. Location TBD.
