Mayor Scott Announces Personnel Updates

BALTIMORE, MD. - On May 4, Mayor Brandon M. Scott announced the following personnel updates:

Marvin James will serve as Interim chief of staff. James currently serves as senior

adviser to the Mayor and was previously campaign manager for the Mayor's campaign.

James has served in the Administration since the Mayor Scott took office in December 2020.

Bryan Doherty, a Baltimore County native, will serve as the director of the Mayor's Office of Communications. He currently serves as national press secretary for the United Food and Commercial Workers International Union (UFCW) and held the same role for

the Coronavirus War Room at Protect Our Care, a national healthcare advocacy organization, and for Maryland gubernatorial candidate Ben Jealous during the 2018 primary and General Election campaign. Additionally, Doherty served as communications director to Congresswoman Mikie Sherrill of New Jersey, as a national 

press advance lead for Senator Elizabeth Warren during her 2020 campaign for president. Doherty also served as a communications adviser for Mayor Scott during his campaign. 

Blair Adams will serve as deputy director for the Mayor's Office of Communications. 

Adams most recently served as director of communications for the Department of Public 

Works (DPW). She also previously served as director of communications and engagement at the Baltimore City Fire Department, and in the Mayor's Office of Human Services as a public information officer. Before joining City government, Adams was a 

reporter at the Baltimore City-based AFRO-American Newspaper and worked as an 

assignment editor for WJZ-TV. 

Caron Watkins will also be joining the Mayor's Office as director of 

policy and strategy under City Administrator Faith Leach. Watkins is a Baltimore native and licensed attorney who has held several roles in state and local 

government. Most recently, Watkins served as deputy chief equity officer in the Mayor's Office 

of Equity and Civil Rights. Prior to this role, Watkins served as an assistant state attorney, the chief of staff to the former Baltimore City State's Attorney from 2015 to

2018, the communications director in the Mayor's Office from 2013 to 2015, and senior communications and media relations specialist to the former Maryland Comptroller for six years. Earlier in her career, she served as assistant director of Public Relations at

Coppin State University.

"My Administration has made record progress including increasing investment in our 

schools, reducing unemployment, and expanding partnerships between community and

police to reduce violent crime," said Brandon M. Scott. "Our success is due in part to the talented professionals who are willing and able to serve the citizens of Baltimore. I look forward to working with Caron, Bryan, Blair and Marvin in their new roles."
